The terms to be given to Colonial Officers seconded for the period of the war for service with

the Army or Navy were settled on 29880/14 West Africa

and as I dealt with the matter at the time and drafted the letter to the Crown Agents of 26th August 1914 and the circular of 31st August 1914, I am I think

-

fairly well acquainted with the reasons which led

to the decision. The sole reason which led us to

adopt the rule we did adopt was that we thought it

necessary to come into line with the Treasury circulars

of 11th August and 20th August 1914. The Treasury circular of 11th August provided that "All ranks will receive their Civil Pay, from which Navy or Army Pay or allowances including Army Separation allowance will be deducted" so the letter to the Crown Agents as

prepared on Sir J. Anderson's minute of 19th August

1914 provided that the Colonial allowance was to be

"the difference between Colonial full salary and their

pay and allowances from Army or Navy Funda". Directly

I had drafted it, I heard that the Treasury had modi-

fied their circular of 11th August by that of 20th

August (31650/14 Accounts) which said "Civil Servants

serving as Commissioned Officers of either service are

relatively few in number and there will not be great

difficulty in ascertaining their pay. After full

consideration My Lords have decided that it will not be necessary to take into account the allowances received by them in addition to the pay of their rank". I thereupon spoke to Sir G. Fiddes, who agreed that we should follow the new Treasury rule and I altered

the draft to Crown Agents accordingly.
